Introduction
The ICT Council of Dumaguete is a new organization composed of IT Professionals from the Academe, Government, Industry, and Business Sectors gathered to help improve and promote the Information and Communications Technology Industry in the province. The Council originally started as two separate groups.
One was composed of the colleges and universities in Dumaguete City who were invited by DTI-Negros Oriental (DTI) to help with its dumagueteunitown.com website in 2007. The other group was one composed of the various ICT companies that DTI had called together to form an e-Services Council. Both groups eventually realized that the other’s objectives complemented their own, and this led to joint meetings with representatives from the Provincial Government, and the City Government.
The need for a website
DTI’s dumagueteunitown.com site showcases the colleges and universities but does not fully reflect the ICT Council’s objectives and purpose for being. The new website, therefore, is targeted to a mostly professional audience mirroring the Council’s members, yet should still be cool enough for the mostly college-age audience of dumagueteunitown.com, as well as serve as a tool for government planners and decision makers.
The ICT Council’s objectives include: to promote the ICT Industry in Dumaguete City and Negros Oriental through both advocacy and leadership; to ensure that strong academe-industry-government linkage results in relevant and up-to-date education and training for better skilled human resources; to assist government organizations and agencies in an advisory or consultative capacity; to facilitate grassroots development thereby unifying opportunities across all levels within its area; to promote self-reliance through job creation, innovation, and entrepreneurship; to provide a sense of community to its members through activities designed to promote peer recognition. Most of all, the ICT aims to achieve all these with the can-do spirit of volunteerism, camaraderie, and an abiding sense of fun.
The web site
As with the Logo Design contest, there is no desired color scheme. It simply has to be professional and energetic, if not fun. Provisions should be made for it to be highly interactive and flexible. Moreover, it should not have too many colors, be too complicated, or look too busy.
Since this contest only covers the look and feel of the web site, there are practically no technical or maintenance requirements. Nevertheless, it would be helpful to note two things. First, although it is not specified, the design must also have some consideration for speed and usability. Second, submitting someone else’s design as one’s own, sadly defeats the purpose of this contest and will be a basis for disqualification.
